In smaller setups, admin credentials may be shared by a few personnel and/or by a third party providing IT support.
While recommended for security, having the account tied to a mobile number or a mobile app may not feasible in some instances.
Steps to disable MFA for admins:
1. Login with admin credentials to https://portal.azure.com/#view/Microsoft_AAD_IAM/ActiveDirectoryMenuBlade/~/Overview

2. Click Overview, Properties and click Manage security defaults.

3. Select Disabled from drop-down list and click save at the bottom of tab.

4. Go to https://admin.microsoft.com and select Multi-factor authentication tab under Active users to disable admin users that are presently enabled or enforced.

5. Tick the checkbox for the user and click disable (sorry about the mess in the image). Click Yes at the prompt.
